I've used Paint Shop Pro version 7.04. but assume other versions will work too.
Andrews Filter Collection 58 - HERE
Dc Persian Rug - HERE
An image of your choice.


Open the image that you will be framing, duplicate it twice - Shift+D - and close the original.
Minimize one copy and make the other one active,

Go to Effects/Andrews Filter Collection 58/Glassy Circle and apply the default settings.OK
Grab your crop tool, draw a square in the middle,double click to crop.
Go to Colours/Adjust/Brightness-Contrast: Brightness 29 - contrast 8 Minimize. You should have something like this,



Make your other image active.
Set your background color to light grey.
Add a 8 pixel symmetrical border.
Select the border with your magic wand.
Fill this border with a gold fill. Select None.

Add a 25 pixel symmetrcial border,
Select it with your magic wand.
Change your Styles box to Pattern, choose the image to which you have applied the Glassy Circle,flood fill the border,
Go to Effects/3D Effects/Inner Bevel, change color to #DBABA1 and apply. Select None,

Set your background color to light grey.
Add a 8 pixel symmetrical border.
Select the border with your magic wand.
Fill this border with a gold fill. Select None.

Add a 25 pixel symmetrcial border,
Select it with your magic wand.
Change your Styles box to Pattern, choose the same pattern as before, change the angle at 180,flood fill the border.
Still selected, go to Effects/Artistic Effect/Topography - width 50 - density 87- angle 0 (but you can change these settings to your liking).OK. Select None

Add a 8 pixel symmetrical border.
Select the border with your magic wand.
Fill this border with a gold fill. Select None.

Set your background colour to light grey, I used # D4CECE,
Add a 25 pixel symmetrcial border,
Select it with your magic wand.
Go to Effects/DC Special/Persian Rug and apply the default settings (255-255). Do not deselect.
Effects/3D Effects/Inner Bevel.OK. Select None.

Add a 8 pixel symmetrical border.
Select the border with your magic wand.
Fill this border with a gold fill. Select None.
