This is a very easy frame and I created it just by playing with the gems and the filters.
I've used Paint Shop Pro version 7.04.
but assume other versions will work too.

Flaming Pear Super Blade Pro Here.
Super Blade Pro Preset (Platinium Brushed) HERE. Unzip into Super Blade Pro/Environment & Textures folder.
The Gem Tube I've used HERE.Unzip into your Psp 7/Tube Folder.
1. Open a 400x400 transparent new image, grab your tube tool, choose the square gems and start filling this image without leaving any transparent space.
2. Once you are happy with it go to Effects/Plugins/Simple/Diamonds and apply with the default settings.
3. Repeat point 1 again. This step is necessary in order not to get any transparent gap when you will use the next filter.
4. Go to Effects/Plugins/VM Toolbox/Radial Mosaic and apply with the default settings.
5. Go to Effects/Artistic Effects/Topography and apply with these settings: Width 35 - Density 31 - Angle 0 - colour=white.
6. Go to Effects/Flaming Pear/Super Blade Pro and apply the Platinum Brushed Preset with the default settings.
7. Layers/New Raster Layer and apply a tube of your choice, Layers/Merge All.
Easy wasn't it? Hope you have enjoyed doing it.
The colour of your frame will depend on how you place the gems on the image.
