I've used Paint Shop Pro version 7.04. but assume other versions will work too.
Vm Toolbox - HERE
Dc Persian Rug - HERE
An image of your choice.
The settings stated in this tutorial are for an image 255x300

Open the image that you will be framing.
Duplicate it twice and close the original.
Resize one 200x200 and minimize, we will need it for the filling.

Go to the image that you will be framing.
Go to Effects/Vm Toolbox/Round Corners and use these settings: Radius=79 XP=37 YP=37 leave the rest as it is. OK

Select the border created with your magic wand
Set your style box to pattern and choose the resized image: Scale 100 - Angle 0.
Fill the border with this pattern.

Go to Effects/Textrure Effects/Straw-wall - Change the colour to #2C486E -Angle 100 - Blur 40 - Density 15 - Length 14 - Width 1 - Transparency 0. OK .
Go to Effects/3D/Inner Bevel with these settings: Width 27 - Smoothness 15 - Depth 5 - Ambience 0 - Shininess 23 - Intensity 50 - Elevation 31. OK.

Selections/Invert.
Go to Effects/3D effects/Cut Out : Vert./Horiz. 3 - Opacity 65 - Blur 25. OK.
Repeat Cut Out but Vert/Horiz. minus 3. OK.
Select None.

Set your background color to light grey.
Add a 35 pixel symmetrical border.
Select the border with your magic wand.
Fill this border with the same pattern used before.
Go to Effects/Dc Special/Persian Rug and use these settings: XPosition 52 - YPosition 52. OK.
Select none.

Set your background color to #295B93.
Add an 8 pixel symmetrical border.
Select it with your magic wand.
Go to Effects/3D/Inner Bevel and apply the same settings as before.
Select None. You're done.

Hope you enjoyed doing this tutorial as I have done writing it.
