I've used Paint Shop Pro version 8.10
but assume other versions will work too.
Flaming Pear Silver (download Designer Sextet V1.0) HERE
Crescent Moon(Under Individual Plugins) HERE
An image of your choice, Black & White looks better.

- Open the image, duplicate it -Shift+D and close original.
- Image/Add Border 8 pixels symetrical, color black, select it with your Magic Wand.
- Effects/Plugins/Flaming Pear/Silver with the following settings: Blur 49 - Edges 0 - Bands 17 - Dots 84 - Checkers 7- Glue Normal - Color 1 black/Color 2 white. OK
- Effects/Plugins/Crescent Moon/Tri-Mirror-Tile : Size 180 - Position 90 - Transparency 0. Ok
- Effects/Edge/Enhance.
- Effects/Edge/Enhance More.
- Effects/3D/Inner Bevel : Bevel n.2 - Width 24 - Smoothness 0 - Depth 45 - Ambience -33 (minus 33) - Shininess 15 - Angle 117 - Intensity 58 - Elevation 81 - color white. Deselect.
- Image/Add Border 15 pixels symetrical, color black, select it with your Magic Wand.
- Apply the same Silver effects as per point 3.
- Effects/Artistic Effects/Chrome : Flaws 8 - Brightness 70, original color unchecked, colour:light grey.
- Effects/Sharpness/Sharpen. Deselect.
- Repeat from point 2 to point 7.
- Image/Add Border 70 pixels symetrical, color black, select it with your Magic Wand.
- Apply the same Silver effects as per point 3.
- Apply same Chrome effects but change the Brightness to 60.
- Effects/Sharpness/Sharpen.
- Effects/Sharpness/Sharpen More.
- Apply same Chrome effects but change the Brightness to 88.
- Effects/Sharpness/Sharpen.
