I've used Paint Shop Pro version 7.04 but assume other versions will work too.
Eye Candy 3.1
Kiwi's Oelfilter - HERE
DC Persian Rug - HERE
DBS Flux - HERE
An Image of your choice.
If you want to use mine, right click and save as



Open the image, duplicate it -Shift+D and close original.

Select your selection tool
Choose ellipse feather 0 antialias unchecked
Draw an oval around the bouquet
Still selected go to Edit/copy
Open a new transparent image with the same size of the one you are using
Edit/Paste/as Transparent Selection
Make sure its in the middle and Select none

Select your magic wand
Click outside the oval and flood fill with pink
I used color F594AD
Go to Effects/Reflection Effects/Kaleidoscope with these settings:
Horizontal/Vertical 0 - Rotation and Scale 0 - Number of petals 2 - Number of Orbits 5- Radial Suction 0
OK. Sections Invert

Go to Effects/Eye Candy 3.1/Drop Shadow with these
settings: distance 0 - blur 22 - opacity 90 and apply twice
Effects/3D/Inner Bevel with these settings:
Width 18 - Smoothness 30 - Depth 5 - Ambience 0 - Shininess 5 - Intensity 40 - Elevation 38
Select none

Add a 6 pixel symmetrical border
Select it with your magic wand
Flood fill with a green taken from the leaf (5E7711)
Apply the same inner bevel as above
Select none

Add a 30 pixel symmetrical border
Go to Effects/DCspecial/Persian Rug 123 - 133. Apply
Go to Effects/ Kiwi/Zig Zack apply the default settings
Go to Effects/DSBflux/Spider Web with these settings:
Rays 79 - Rings 44 - Merge 63. OK

Add a 5 pixel symmetrical border
Select it with your magic wand
Floodfill it with this pink E6B5C8
Apply the same Inner Bevel as above but change color to F4C9E8
Select None
