I've used Paint Shop Pro version 7.04. but assume other versions will work too.
Filter Factory Gallery A - HERE
Flaming Pear/Designer Sextet/Swerve - HERE
An image of your choice.


Open the image you will be using,
Duplicate - Shift+D - and close original.
With your selection tool draw a rectangle somewhere in your picture, not too near the border.
Go to Selection/Convert to Seamless pattern, minimize this new image and Select None.

Add a 3 pixel symmetrical border.
Select it with your magic wand,
Floodfill with your gold foil.

Add a 10 pixel symmetrical border
Select it with your magic wand
Floodfill it with the seamless pattern you created
Select None.

Add another 3 pixel symmetrical border.
Select it with your magic wand,
Floodfill with your gold foil.

Wtih your selection tool draw a rectangle somewhere in your picture, not too near the border.
Choose a light part of the picture.
I have taken a part of the white flower, if you want to use mine just right click and save
Go to Selection/Convert to Seamless pattern, minimize this new image and Select None.



Add a 15 pixel symmetrical border
Select it with your magic wand
Floodfill it with the new seamless pattern
Go to Effects/Filter Factory Gallery A/Kaleidoscope II and apply.
Do not deselect.
Effects/3D/Inner Bevel and apply these settings:
Custom -Width 30 - smoothness 30 - Depth 5 - Ambience 21 - Shininess 23 - Angle 315 - Intensity 40 - Elevation 38 - colour white.
Apply and Select None.

Add another 7 pixel symmetrical border.
Select it with your magic wand,
Floodfill with a colour from your imagel.
Apply the same Inner Bevel as above,
Select None.>BR>
Add a 30 pixel symmetrical border.
Select it with your magic wand.
Floodfill with the second seamless pattern.
Apply the same Inner Bevel as above.
Do not deselect.
Effects/Flaming Pear/Swerve with these settings:
Warping 52 - Warp Size 66 - Chop 0 - glue normal. OK

Change your background colour to the one used before
Add a 10 pixel symmetrical border
Select it with your magic wand
Apply the same Inner Bevel as before.

This is another version
The photo used is my own
I have used the white fur for the filling
The different result is just a matter of playing with the settings
